Federal states agree on demands on migration

Despite difficult consultations, the heads of state have agreed on a package of demands for managing migration. Among other things, the revival of the so-called Dublin III agreement was central.

The heads of government of the federal states believe that the number of asylum seekers is "still far too high". This is the result of a joint resolution passed at the Conference of Minister Presidents in Leipzig. "In fact, there is still a need for action on this issue", according to a resolution passed by the Conference of Minister Presidents. However, the measures already taken to better manage migration are beginning to have an effect.

Among other things, it was decided to continue the existing controls at internal borders. These have made a significant contribution to reducing the number of illegal entries.

Another key point is the revival of the so-called Dublin III Agreement. This is the basis for transfers within the EU. It stipulates that asylum seekers are brought to the country in which they first set foot on European soil. The heads of the federal states are calling for the responsibility for this to no longer lie with the immigration authorities of the federal states, but rather centrally with the federal government. The federal government should be responsible for setting up and operating federal departure centers.

The federal states are also planning to reopen the discussion on deportations to transit or third countries with the federal government. The federal government was asked to report on the current status and present concrete models at the next joint conference in December.

With regard to family reunification for persons entitled to subsidiary protection, the federal states called on the federal government to limit reunification to hardship cases.
