Can a coalition vote for or against something in the Bundesrat if it does not have a majority in the state parliament itself? This is the question facing a minority government, as is currently the case in Saxony.

The Sahra Wagenknecht Alliance (BSW) is demanding a vote on the debt-financed billion-euro package for defense and infrastructure in the Saxon state parliament. The minority government needs democratic legitimacy for its voting behavior in the Bundesrat, explained Parliamentary Director Lutz Richter. Such legitimacy can only be assumed if the voting behavior in the Bundesrat is in line with the majority opinion in parliament.

CDU and SPD lack ten votes in the state parliament for their own majority

Richter pointed out that the Saxon government of CDU and SPD does not have its own majority in the state parliament. It has therefore introduced a so-called consultation mechanism. It is intended to involve opposition parties in coalition decisions at an early stage and enable a parliamentary majority for government projects, but also to take up ideas and proposals from other parliamentary groups. The CDU and SPD need ten votes from the opposition for their own projects.

BSW wants opinion-forming before voting in the Bundesrat

"From the point of view of the BSW parliamentary group in the Saxon state parliament, the participation of the entire state parliament is also necessary when issues of extraordinary importance are negotiated in the Bundesrat," emphasized Richter. It was unacceptable for the state government to approve the debt package without securing a majority in the House. Without the involvement of parliament, the state government's vote in the Bundesrat could only be an abstention. Anything else would be a snub to the state parliament.
