"This form smells unpleasantly of a shadow budget and is legally questionable," said Green parliamentary group leader Franziska Schubert. She accused the governing coalition of trying to circumvent the state parliament's rights of scrutiny and participation. Her party also reserves the right to carry out a legal review for unconstitutionality.

This would also include an invitation to the opposition, local authorities and social partners to develop a plan together.

According to CDU MP Jan Löffler, the special fund must never run outside of direct parliamentary control. Precisely because it involves considerable financial resources and investments in the future, parliament and in particular the Budget and Finance Committee must remain closely involved.

SPD Minister for Economic Affairs Dirk Panter made it clear that the Saxony Fund is not a special fund created with debt. In addition to money from the special fund adopted by the federal government, state funds will also flow into the fund. "It provides security for those who are supposed to implement investments, for companies, for planners, for administration. We are doing this because it is the right decision for the future of our country."
