The Saxon cabinet has approved the provisional budget and economic management for 2025. According to the announcement, this gives all departments planning security for management in the coming months. In accordance with Article 98 of the Saxon Constitution, measures and legal obligations that are already underway can be continued and new ones can only be started if necessary and cannot be postponed. A corresponding administrative regulation governs the procedure until the adoption of the next double budget - which is targeted for summer 2025.
Finance Minister Hartmut Vorjohann (CDU) referred to the tense financial situation "at all levels of government" due to the weakening economy and declining tax revenue expectations. He went on to say that uniform guidelines are currently necessary because the decision on the budget for 2025 may not be anticipated by the newly elected state parliament. With the regulation, the departments can now act according to their own professional and legal assessment and priorities.
Delayability criterion for expenditure
According to the ministry, the decisive factor is "whether the expenditure is necessary" and cannot be postponed. The necessary funds have been calculated for the first half of 2025 as a precautionary measure. Vorjohann spoke of a "compromise" and a "struggle" over the administrative regulation, as the budget planning for the next two years will be challenging. The current budget framework is a compromise "that anticipates consistent budget consolidation in the coming years and the agreement of concrete steps along the way".
The procedure for drawing up the next double budget is to be initiated "immediately" after the government has been formed. The aim is to present the draft by the end of March - and a state parliament resolution by summer 2025 if possible.
